Good HR is much more than paperwork.
Rory Sutherland tells a story about a hotel looking to cut costs. A consultant points to the doorman — his most visible job is opening a door, and an automatic door can do that cheaper. So the hotel replaces him.
The logic looks airtight. It is also wrong.
A good doorman doesn’t just open doors. He sets the tone, notices who comes and goes, and quietly fixes small problems before they grow. The mistake wasn’t wanting efficiency. The mistake was defining the job by its most visible task.
HR falls into the same trap.
When a business sees only the paperwork — onboarding forms, handbook updates, compliance checklists — it concludes it can get by with a payroll provider and someone internal who handles HR “when it comes up.” Then something comes up.
The secret of good HR
The truth is that HR earns its keep most when nothing is going wrong. Quiet usually means the systems are working. Employees know where to bring questions. Managers aren’t improvising through hard conversations. Issues get resolved early, while they’re still small.
The risk shows up when HR is treated as a task pile instead of a function. A difficult employee issue arises and there’s no documentation. A manager wants to let someone go, but expectations were never written down. At that point, the business was never saving money — it was deferring the cost, with interest.
For most small and mid-sized employers, the answer isn’t a full internal HR department. But ad hoc support and an overloaded employee with HR added to their plate create problems of their own.
Fractional HR closes that gap — experienced, day-to-day support without the cost of building a department. Structure, consistency, and someone to call before a decision instead of after.
At Foley Fractional HR, there’s one more advantage: we sit inside an employment law firm. Our HR team builds the documentation and practices that keep most problems from reaching the legal threshold. When something does cross that line, employment attorneys are already down the hall. The handoff is clean, and nothing gets lost in translation.
Don’t wait for something to come up.
Most employment problems are preventable. The ones that aren’t are far easier to manage when the right systems are already in place. If your business is running without consistent HR support, now is the right time to change that — before a situation forces your hand.
