Silence Has a Price Tag. An Ombuds Is How You Pay It Down.

Employees who never file a complaint aren’t necessarily the ones with nothing to say — they’re often the ones who don’t trust the channel. Interpersonal conflict, policy questions, fairness complaints: these don’t disappear, they accumulate quietly and surface at the worst possible time, as a resignation, a claim, or a pattern that’s been building for months. The real risk isn’t a lack of concerns — it’s the lack of a safe place to raise them.

We are excited to offer a new solution:

Introducing the HR Ombuds Program: A Confidential Channel Built to Earn Employee Trust—and Protect Your Organization
A Program Built on Independence
The HR Ombuds Program gives employees a confidential, independent resource for workplace concerns — alongside, not in place of, your existing HR, legal, and compliance channels. The Ombuds is an advocate for fair process, not for any one employee, manager, or the organization. That neutrality earns trust, and holds up to scrutiny from leadership, your Board, or outside counsel.
The independence is engineered: the role is staffed by an HR professional, never an attorney, with no access to employment law matters. Records stay entirely separate from legal files, and the Ombuds reports through the HR Solutions Practice Group, not employment counsel. For clients also working with Foley’s Employment Law Practice, this separation is what makes dual engagement possible — entirely by client choice.
Built for Your Organization
Every Program is shaped around your structure, sector, and existing HR infrastructure, then built into a Program Document with a tiered escalation framework so everyone knows who resolves what — from routine concerns up through senior-management and Board-level matters. Employees get a dedicated phone line and email, with response standards: 24 hours for routine issues, two hours for urgent ones.

Training, an Ombuds Review Committee, and trend reporting can be layered in as needed.
A Program That Holds Up
What makes this durable is written in from day one: anti-retaliation protections, de-identified reporting, and a clear boundary with legal representation. It’s a business/HR advisory service, not a substitute for counsel, and it never interferes with an employee’s statutory rights.
You don’t need to wait for a crisis to find out whether employees trust your process.
